Requires amusement ride operators to obtain an annual operating permit decal from the Mississippi Department of Revenue, with proof of satisfactory inspection by a certified inspector and liability insurance of at least $1,000,000 per occurrence.

Qualified inspectors must hold certification from the National Association of Amusement Ride Safety Officials (Level I or higher) or equivalent, have 24 months of amusement ride inspection experience, and cannot be the ride owner, operator, or their employee.

Ride operators must be at least 16 years old, operate only one ride at a time, remain in attendance while the ride operates, and follow manufacturer specifications.

Owners and operators must maintain incident report logs for all injuries and illnesses, report serious injuries within 72 hours and deaths within 2 hours to the Department of Revenue, and immediately cease ride operation pending department investigation following serious incidents.

Exempts nonprofit owners and operators who operate 10 or fewer amusement rides from all requirements of this act.
