Requests Congress to call a constitutional convention under Article V for the sole purpose of proposing an amendment allowing prayer in public schools.

Proposes a "School Prayer Amendment" that protects the right to pray and recognize religious beliefs on public property including schools, while prohibiting government from requiring participation in prayer or discriminating based on religion.

Specifies that vocalized prayer or silent meditation cannot be abridged for students in class, organized school functions, or athletic events.

Urges all state legislatures to apply to Congress to call such a convention, requiring applications from two-thirds of states before Congress must convene it.

Requires three-fourths of state legislatures to ratify the proposed amendment for it to become part of the U.S. Constitution.
