Abolishes the statewide Board of Trustees of State Institutions of Higher Learning effective May 7, 2021, replacing it with individual university-specific boards of trustees.

Each state institution of higher learning shall have a three-member board of trustees elected by that university's alumni association and enrolled student body members.

University presidents serve as ex-officio board members; faculty senate chairs and student body presidents serve in advisory capacity only.

Elected trustees serve staggered five-year terms, with initial trustees serving five, three, and two-year terms to establish the stagger beginning May 7, 2021.

Vacancies filled by university president appointment until the next fiscal year election, with La Bauve Fund at University of Mississippi placed under control of that university's board of trustees.
