Proposes a new Article 16, Section 290 to the Mississippi Constitution as a legislative alternative to Initiative Measure No. 65 regarding medical marijuana.

Requires the Legislature to establish a medical marijuana program for Mississippi residents suffering from chronic, debilitating medical conditions under supervision of a licensed Mississippi physician.

Mandates the Legislature enact implementing legislation at the 2021 Regular Session to enable the constitutional amendment.

Directs the Secretary of State to submit the amendment to voters at the November 2020 election alongside the original Initiative Measure No. 65.

Establishes the ballot title as: "Shall Mississippi legalize medical marijuana for cancer patients and others suffering from chronic medical conditions who are under the supervision of a Mississippi licensed physician?"
