Creates Article 16, Section 290 of the Mississippi Constitution to establish a medical marijuana program as a legislative alternative to Initiative Measure No. 65.

Program limited to qualified persons with debilitating medical conditions certified by licensed health practitioners.

Marijuana products must be pharmaceutical quality from state-licensed manufacturers, with oral administration as primary method and smoking restricted to patients with terminal medical conditions.

Program requires administration by a state agency with input from health professionals, licensed treatment providers (physicians, nurses, pharmacists), patient registry for tracking, and reporting on research and outcomes.

Submitted to voters on November 3, 2020 ballot with the question: "Shall Mississippi establish a program to allow the medical use of marijuana products by qualified persons with debilitating medical conditions?"
