Declares the State of Mississippi a "Second Amendment Sanctuary" state in support of citizens' constitutional rights to keep and bear arms.

Expresses legislative intent to oppose any federal or state legislation that would unconstitutionally restrict Second Amendment rights, citing Supreme Court precedent in District of Columbia v. Heller (2008) and McDonald v. Chicago (2010).

Prohibits use of state public funds to restrict Second Amendment rights or to aid federal agencies in restricting those rights.

Authorizes the state to use legal means to protect Second Amendment rights, including court action, petitioning for redress of grievances, and directing state law enforcement and employees to not enforce unconstitutional laws.

Directs distribution of the resolution to members of the Capitol Press Corps.
