Commends Starkville Police Chief Reynolds "Frank" Nichols on his retirement after approximately 28 years of service with the Starkville Police Department, including his tenure as Chief since February 4, 2014.

Recognizes Chief Nichols' military service as a decorated veteran of the United States Navy and Army National Guard, including active deployment during Operation Desert Shield (1990) and Operation Iraqi Freedom III (2005), and his receipt of numerous military medals and awards.

Acknowledges Chief Nichols' educational credentials including an associate's degree from East Mississippi Community College, bachelor's degree from Mississippi University, master's degree in criminal justice from Troy University, FBI National Academy completion, and service as adjunct instructor at multiple institutions.

Documents Chief Nichols' extensive professional affiliations and honors, including induction into the Starkville High School Hall of Fame (2016), 2016 Outstanding Professional of the Year by the Southern Criminal Justice Association, and numerous police commendation medals.

Directs that copies of the resolution be furnished to Chief Nichols and members of the Capitol Press Corps.
