Proposes amendment to Section 213-A of Mississippi Constitution to require the Board of Trustees of State Institutions of Higher Learning to establish a policy governing selection of institutional executive officers.

Requires use of an appointed seven-member search committee, with six members being alumni of the institution with the vacancy, to recommend qualified candidates to the board.

Clarifies that delegation of authority to the search committee does not limit the board's final authority to select institutional executive officers.

Requires the board to wait for the search committee to consider, evaluate, and recommend candidates before appointing any institutional executive officer.

Directs submission of the amendment to qualified electors at the November 2020 general election.
