Mississippi shall have five commissioners and three alternate commissioners to an Article V Convention, selected by majority vote of each legislative house and subject to state legislator eligibility requirements.

Commissioners must take an oath to faithfully discharge duties, abide by legislative instructions, and act only within the scope of Mississippi's convention application.

Legislature shall provide instructions to commissioners via concurrent resolution defining matters they may consider and vote on, including a requirement that each state exercise one vote and that a simple majority of Mississippi's commissioners constitutes the state's single vote.

Any commissioner vote outside the scope of legislative instructions or the state's convention application is void and unauthorized; the Joint Legislative Committee may recall commissioners who cast unauthorized votes.

An eight-member Joint Legislative Committee (four senators, four representatives) shall present recommended commissioner instructions to the Legislature and oversee commissioner compliance with legislative directives during the convention.
