Extends the 2020 regular legislative session for successive 30-day periods from July 10 through November 6, 2020, under Mississippi Constitution Section 36.

Requires the House and Senate to reconvene at noon on Monday, October 5, 2020, if Congress appropriates additional CARES Act funds or updates guidance on existing funds, unless the Speaker and Lieutenant Governor jointly determine reconvening is unnecessary.

Allows the Speaker and Lieutenant Governor to jointly call for earlier reconvening before October 5, 2020, if additional congressional appropriations or updated CARES Act guidance occur.

Limits total convening days during extensions to six days maximum, with the session adjourning sine die at midnight on October 10, 2020, or earlier if necessary.

Suspends deadlines under Joint Rule No. 40 for drafting, introduction, and passage of bills related to COVID-19 pandemic response that are authorized by either chamber's Rules Committee.
