Mandates all law enforcement agencies maintain a free, public, online misconduct registry listing all complaints and acts of misconduct with officer names and attached documentation.

Requires racial-bias training for all law enforcement agencies and amends state law to clarify that crimes by law enforcement based on race, color, ancestry, ethnicity, religion, national origin, gender, sexual orientation, gender identity, or disability are prosecutable offenses.
