Suspends legislative deadlines to allow drafting and passage of a bill establishing a commission to redesign the Mississippi state flag.

Requires the new flag design to exclude the Confederate battle flag and include the words "In God We Trust."

Mandates the commission recommend a new flag design by September 14, 2020, to be placed on a special election ballot on November 3, 2020.

If voters approve the new design, the legislature shall enact it as the official state flag; if rejected, the commission shall reconvene to recommend an alternative design for the 2021 legislative session.

Requires the special election ballots to contain a color picture or drawing of the proposed flag design, with the Secretary of State providing ballots to county election commissioners.
