Suspends Joint Rules deadlines, including Joint Rule No. 40, to allow introduction and passage of legislation regarding the statewide testing program during the 2020 regular session.

Requires the State Board of Education to immediately cease administration of all statewide assessments used for school district and individual school accountability ratings for the 2019-2020 school year due to the COVID-19 emergency.

Requires the State Board of Education to hold school districts harmless from assignment of district and school level accountability ratings for the 2019-2020 school year.

Brings forward Mississippi Code Sections 37-16-1, 37-16-4, 37-16-5, 37-16-7, and 37-16-9 for possible amendment and amends Sections 37-16-3, 37-16-17, 37-17-6, 37-3-49, 37-15-38, and 37-35-3 in conformity with the preceding provisions.
