Commends and congratulates Eagle Scout James Armstrong of Vaiden, Mississippi for earning 138 merit badges, which represents every merit badge offered by the Boy Scouts of America and the most earned by any person in the organization's history.

Recognizes Armstrong's scouting achievements including becoming an Eagle Scout at age 14 in 2016 after joining Cub Scouts in 2008, and his Eagle project creating an ADA-compliant concrete ramp with handrails at Christ's Cross at the Crossroads in Winona.

Notes Armstrong's additional accomplishments including membership in the Order of Arrow Brotherhood, A Honor Roll status at Winona High School, and involvement in academic honor societies and community service activities.

States Armstrong's scouting career will end when he turns 18 on April 6, 2020, after which he plans to attend Holmes Community College followed by Mississippi State University to pursue an engineering degree.

Directs copies of the resolution be provided to Armstrong's family and the Capitol Press Corps.
