Honors Mr. Hibbett Neel, co-founder of Neel-Schaffer engineering firm in 1983, for his 50+ years of engineering experience and professional accomplishments in the South.

Recognizes Neel-Schaffer as the largest Mississippi-based engineering consulting firm with 15 offices and 200+ employees in the state, ranked 244th on Engineering News-Record's Top 500 Design firms list in 2019.

Commends Mr. Neel's philanthropic contributions including a minority scholarship program that has awarded over $300,000 and earned the American Society of Civil Engineers' National Diversity Champion Award in 2004.

Acknowledges his service on numerous community boards including Catholic Charities, Jackson State University School of Engineering, Community Foundation of Greater Jackson, and Mississippi Blood Services.

Celebrates Mr. Neel's professional recognition as one of only 80 members since 1933 to receive Honorary Membership by the Institute of Transportation Engineers (ITE), the organization's highest honor among 17,000 worldwide members.
