Apologizes for Mississippi's role in creating a racist environment that led to the 1955 murder of 14-year-old Emmett Till by Roy Bryant and J.W. Milam based on an unsubstantiated lie told by Carolyn Bryant.

Acknowledges that Carolyn Bryant confessed in 2017 that her accusations against Till—that he made sexual advances toward her—were fabricated and false.

Expresses regret for the state's role in the all-white, all-male jury's acquittal of Bryant and Milam after only 67 minutes of deliberation, despite jurors later admitting they believed the defendants were guilty.

Expresses deepest sympathy to Emmett Till's family and encourages education about the Civil Rights Movement and Till's murder to ensure such tragedies are not forgotten or repeated.

Specifies the resolution shall not be used as a basis for litigation and directs copies be sent to state officials, higher education leadership, NAACP and SCLC chapters, and the media.
