Commends the life and legacy of legendary rodeo clown Lecile Harris, who passed away on February 13, 2020.

Recognizes Harris's distinguished career spanning more than fifty years, including being named PRCA Clown of the Year four times (1992, 1994, 1995, 1996) and inducted into the Pro Rodeo Hall of Fame in 2007 and Bull-fighters Hall of Fame in 2020.

Notes Harris performed at over 140 rodeos annually and was known as the "Dean of Rodeo Clowns/Bullfighters" for his signature "Bulldancer" performance where he danced with bulls.

Highlights Harris's additional accomplishments as a football player at University of Tennessee-Martin, drummer and songwriter during the 1950s-60s, television performer on Hee Haw for five years, and sign maker throughout his life.

Expresses deepest sympathy to Harris's surviving family, including his wife Ethel, three children, four grandchildren, and five great-grandchildren.
