Commends Judge Andrew K. Howorth upon his retirement from the Third Circuit Court bench on June 30, 2020, after more than 18 years of judicial service covering Benton, Calhoun, Chickasaw, Lafayette, Marshall, Tippah, and Union Counties

Recognizes Judge Howorth's appointment on January 2, 2002, by Governor Ronnie Musgrove, his subsequent reelection to five terms, and his service as senior judge of the three-judge court

Acknowledges his founding and presiding over the Third Circuit Drug Court in 2007, which currently has 348 enrolled participants and serves as one of the largest intervention courts in the state

Honors his leadership roles including Vice Chair and Chair of the Conference of Circuit Court Judges and his service on the Board of Governors of the Mississippi Judicial College

Recognizes Judge Howorth as Oxford's Citizen of the Year in 2019 and extends wishes for his continued success in retirement
