Expands eligible schools for the Mississippi Dyslexia Therapy Scholarship Program to include accredited nonpublic schools in Mississippi or adjacent states, removing the "special purpose school" limitation

Requires parents or legal guardians applying for scholarships to be Mississippi residents

Allows students to attend out-of-state schools if they cannot obtain appropriate dyslexia services within 30 miles of their Mississippi residence, or if approved for the Educable Child Program

Directs public school districts to provide age-appropriate dyslexia therapy from certified therapists on a first-come, first-served basis, subject to available state, local, or federal funding

Permits schools to have annual financial audits conducted by private accounting firms as an alternative to the State Auditor
