Authorizes issuance of up to $1,300,000 in state general obligation bonds to fund the Delta Blues Museum in Clarksdale, Mississippi

Creates the "2020 Delta Blues Museum Fund" within the State Treasury to receive bond proceeds for acquisition, storage, and relocation of artifacts, as well as design, fabrication, and installation of permanent exhibits including films and interactive components

Bonds must be issued before July 1, 2024, with a maximum maturity of 25 years from date of issue

Bonds and income from them are exempt from all Mississippi state taxation and constitute legal investments for trustees, fiduciaries, savings banks, trust companies, and insurance companies

Department of Finance and Administration oversees fund disbursement and may receive additional local or other source funds for the project
