Amends Mississippi Code Section 23-15-673 to expand the definition of "absent voter" to include Mississippi citizens working on the Mississippi River, towboats on the Mississippi River, and offshore oil rigs on navigable federal waters.

Allows these workers to vote using the absentee voting provisions of the Armed Services Absentee Voting Law, similar to military personnel and emergency responders.

Specifies eligible workers include those employed on Mississippi River Mat Sinking Units and towboats, as well as offshore oil rig workers on navigable federal waters.

Effective date is July 1, 2020.
