Amends Section 93-15-119 to require courts to afford parents the opportunity to transfer custody of a child to a person of their choice before terminating parental rights, provided the person passes a criminal background check and is approved by the court.

Designates custody transfer cases initiated under the amended section as preference cases for expedited handling.

Amends Section 43-21-609 to clarify that fictive kin (non-relatives with significant relationships to a child) may be appointed as durable legal guardians in neglect and abuse cases, with the same requirements as relative guardians.

Requires durable legal relative or fictive kin guardianship to be established only when reunification and adoption are determined inappropriate, the guardian shows commitment to the child's care, and the court consults with children age twelve or older.

Effective July 1, 2020.
