Amends Section 43-21-261 to clarify that parents, guardians, or custodians of a child in youth court proceedings have the right to request and receive copies of records, reports, and investigations relevant to the case.

Requires redaction of reporter identity and names of other persons whose disclosure could endanger their life, safety, or well-being before providing copies to parents or their attorneys.

Specifies that attorneys receiving records under this section must maintain control of the documents and cannot share copies or provide access to others without prior court consent.

Maintains existing confidentiality protections for youth court records while clarifying parental access rights for cases involving delinquency, abuse, neglect, truancy, or dependency matters.

Takes effect July 1, 2020.
