Reduces the timeframe for a real property owner to request towing of an unauthorized vehicle from five (5) days to twenty-four (24) hours.

Clarifies that a property owner may only authorize towing of a vehicle when the property owner did not give permission for the vehicle to be parked on the property.

Requires towing companies to report towed vehicles to local law enforcement within twenty-four (24) hours unless the vehicle was towed at the owner's request.

Establishes procedures for towing companies to locate vehicle owners, notify them of charges, and conduct public auction sales if charges remain unpaid after thirty (30) days, with proceeds exceeding costs reverting to the county after six (6) months if unclaimed.

Takes effect July 1, 2020.
