Amends Section 13-3-31 of Mississippi Code to allow legal notices to be published in newspapers of bordering counties in addition to the county where publication is required.

Expands the definition of qualified newspapers to include those with general circulation in either the political subdivision where publication is required or an adjacent political subdivision.

Maintains all existing qualifications for newspapers including paid subscriber requirements, establishment for 12 months, weekly publication, and content standards (no more than 75% advertising).

Effective July 1, 2020.
