Creates the "Nonpartisan County Elections Act" making six county offices nonpartisan: chancery clerk, circuit clerk, tax assessor, tax collector, county surveyor, and county coroner.

Prohibits candidates for these offices from campaigning based on party affiliation and bars political parties and committees from fundraising, contributing to, or endorsing candidates for these positions.

Establishes a preferential county election system where all qualified voters can vote for candidates regardless of party affiliation, with general election runoffs if no candidate receives a majority vote.

Requires candidates to file intent and pay $100.00 filing fee to the circuit clerk at least 60 days before a general election, with candidates listed alphabetically on ballots without party affiliation labels.

Removes these six county offices from party nomination fee requirements and allows a runoff election three weeks after the general election if no candidate achieves a majority.
