Amends Section 37-7-103 of the Mississippi Code to provide that when a municipality with a municipal separate school district extends its city limits through legal annexation, any territory from adjacent county or consolidated school districts automatically merges with the municipal separate school district.

Territory incorporated within the expanded city limits becomes part of the municipal separate school district by operation of law without requiring separate board approval.

Municipalities assume liability for bonded indebtedness of merged county or consolidated school districts, with county boards of supervisors certifying the appropriate tax share annually by December 1st.

Municipalities must pay the certified amount to the county by February 1st of the following year to cover the merged district's share of principal and interest on existing bonds.

Effective date is July 1, 2020.
