Amends Section 63-21-15 of Mississippi Code to allow vehicle owners to obtain a certificate of title without purchasing a license tag if the application includes an affidavit stating the vehicle will not be operated on Mississippi highways.

Establishes that the affidavit requirement serves as an alternative to the mandatory tag purchase for vehicles not intended for road use.

Renumbers subsequent subsections in the statute from (7) through (10) to (8) through (11) to accommodate the new provision.

Takes effect upon passage.
