Amends Section 63-17-74 of Mississippi Code to clarify that wrecker services and automobile repair businesses may sell motor vehicles not titled and registered in their names under certain circumstances.

Adds wrecker services and automobile repair businesses as a new exception (subsection g) to the prohibition on selling vehicles not in the seller's name, specifically when the vehicle is legally being held for sale as merchandise.

Maintains existing exceptions for heirs, motor vehicle dealers, parts dealers, entities under the Title Pledge Act, insurance companies, and finance companies/banks.

Retains criminal penalties for violations: fines ranging from $1,000 to $5,000 per violation, with jurisdiction given to all local and state law enforcement agencies.

Takes effect July 1, 2020.
