Authorizes issuance of state general obligation bonds in an amount not to exceed $1,000,000 to assist Walthall County Board of Supervisors with costs of renovating the Walthall County Courthouse.

Creates a special fund designated the "2020 Walthall County Courthouse Renovation Fund" within the State Treasury, maintained separately from the General Fund, with unexpended amounts and interest earnings retained in the fund.

Authorizes the State Bond Commission to issue bonds with maturity dates up to 25 years from date of issue, interest rates not exceeding limits in Mississippi Code Section 75-17-101, and bonds must be issued by July 1, 2024.

Pledges the full faith and credit of the State of Mississippi for bond repayment; bonds are general obligations with any deficiency paid from the State Treasury, and bond income is exempt from Mississippi taxation.

Bonds may be validated through the Chancery Court of the First Judicial District of Hinds County following procedures in Mississippi Code Title 31, Chapter 13, and are legal investments for trustees, fiduciaries, banks, and insurance companies in Mississippi.
