• Implements "Preelection Day Voting" allowing qualified electors to vote in the registrar's office from 21 days before an election through 12:00 p.m. on the Saturday before election day, with voting conducted like regular polling place voting and results announced simultaneously with election day votes.

• Requires online voter registration applications to be submitted at least 30 days before an election, with rejected applications allowing applicants to attempt registration in person, by mail, or through another online application.

• Revises absentee ballot eligibility categories to include citizens temporarily residing outside their home county and trained emergency response providers deployed during voting periods, while requiring all absentee ballots be received by 5:00 p.m. the day before election.
