Creates the District System Design Partnership Program to help Mississippi school districts redesign operations to improve student achievement and economic competitiveness.

Designates eight school districts to participate in two collaborative groups: Cleveland, Sunflower County, Leland, and West Bolivar Consolidated in one group; and Greenwood-Leflore Consolidated, Holmes County Consolidated, Greenville Public, and Vicksburg-Warren in the second group.

Mississippi Development Authority contracts with a nationally recognized education leadership organization to deliver three-phase program including contextual analysis, four executive development sessions, and development of district-specific redesign plans.

Requires participating school districts' leadership teams to develop redesign plans based on best practices from top-performing education systems across the United States and internationally.

Funding supports intensive executive development and district-specific collaboration over approximately twelve months, with all participating districts required to complete redesign plans by program completion.
