Reduces the misdemeanor shoplifting threshold from $1,000 to $250 in merchandise value.

First offense: fine up to $750 or jail up to 6 months; court may suspend imprisonment and impose supervised probation up to 1 year instead.

Third or subsequent offense with merchandise value of $100 or more becomes a felony with fine up to $2,000 and imprisonment up to 5 years.

Shoplifting merchandise exceeding $250 is a felony with fine up to $10,000 and imprisonment up to 10 years.

Court may aggregate merchandise value from three or more separate stores within a two-year period to determine offense severity, and may require restitution of twice the property value.
