Designates both Form DD-214 and Form NGB-22 records as non-public records and requires clerks to verify identity and obtain signed consent before releasing copies to veterans, dependents, or authorized representatives

Requires clerks to furnish certified copies of both forms without charge when requested by eligible parties

Effective date: July 1, 2020
