MS SB2144

Amends Section 43-21-261, Mississippi Code of 1972, to allow legislative committees or individual legislators to access youth court and child protection records with prior written consent from the child's parent, guardian, or custodian.

Establishes a standardized "Youth Court and Child Protection Services Record Release Form" that must be completed and signed by the parent, guardian, or custodian to authorize disclosure of records to legislators.

Requires that disclosed records remain confidential and not be shared with third parties by the receiving legislator or committee.

Permits access to all youth court records including trial transcripts, recordings, and reports maintained by the youth court or Department of Child Protection Services.

Takes effect July 1, 2020.
