Removes the requirement that students pass subject area tests (assessments developed and administered by the State Board of Education) to receive a standard high school diploma.

Maintains minimum graduation requirements of completing a minimum number of academic credits and other requirements prescribed by the district school board.

Requires high schools with graduation rates below 80% to submit a detailed restructuring plan to the Mississippi Department of Education to improve graduation rates.

Allows the State Board of Education to establish student proficiency standards for promotion to grade levels leading to graduation.

Takes effect July 1, 2020.
