MS SB2146

Requires all school resource officers and security personnel with peace officer powers to complete uniform statewide basic law enforcement training prior to acting in their official capacity or interacting with students, rather than within two years of employment.

Mandates a minimum of 40 hours of specialized training developed by the Mississippi Department of Education covering child adolescent development, cultural competence, de-escalation techniques, identifying mental health needs, and due process protections for students.

Training requirements jointly determined by the Board on Law Enforcement Officer Standards and Training and the State Board of Education, with costs paid from Mississippi Community Oriented Policing Services (MCOPS) grant funds.

Prohibits any person who fails to complete required training from exercising peace officer powers on school property.

Takes effect July 1, 2020.
