Amends Mississippi Code Section 23-15-19 to clarify voting rights for individuals convicted of disenfranchising crimes listed in the Mississippi Constitution.

Allows a convicted felon to register and vote if their voting rights have been restored through one of three methods: gubernatorial pardon, conviction expungement under Section 99-19-71, or legislative restoration of suffrage rights.

Requires that all of a person's disenfranchising convictions must have voting rights restored before they are eligible to register and vote.

Directs county registrars to remove names from the Statewide Elections Management System upon conviction of a disenfranchising crime, and to reinstate voting eligibility once rights are officially restored.

Takes effect upon passage.
