Establishes the Mississippi Student Absentee Voter Act allowing college and university students enrolled in institutions of higher learning to vote by absentee ballot while absent from their home county or municipality due to their studies.

Requires absent voters to use a Mississippi Student Postcard Application to request absentee ballots, with one approved application serving as a request for all elections through the next federal general election.

Authorizes registrars to send absentee ballots and receive voted ballots through mail, facsimile (FAX), or electronic mail (email) at the voter's preference, with ballots due by 7:00 p.m. on election day.

Requires the Secretary of State to promulgate rules establishing application procedures, voter enrollment verification, delivery method options, voter identification compliance, and rejection reasons within 60 days of adoption.

Amends Section 23-15-637 to extend the ballot receipt deadline to 7:00 p.m. on election day for student absentee ballots, with an effective date of July 1, 2020.
