Requires all over-the-counter ephedrine and pseudoephedrine sales to be conducted only through registered pharmacies by licensed pharmacists or supervised pharmacy employees.

Mandates pharmacies maintain written transaction logs (electronic format permitted) recording purchaser identification, date/time of sale, product name, and total grams of ephedrine or pseudoephedrine sold.

Establishes daily limit of 3.6 grams and 30-day limit of 7.5 grams per person for combined ephedrine or pseudoephedrine purchases, with purchasers required to be at least 18 years old and provide valid ID.

Sets penalties of up to $1,000 fine or 6 months jail for first offense; up to $10,000 fine or 5 years imprisonment for subsequent offenses, with exception for pharmacists whose employees complete board-approved training programs.

Removes ephedrine and pseudoephedrine from Mississippi's Schedule III controlled substances list and exempts products dispensed pursuant to valid prescriptions from these requirements.
