Expands Medicaid eligibility under paragraph (10) to include disabled children age 18 or under who do not meet institutional level of care requirements but require specialized care and services to remain at home, with household income not exceeding 300% of federal poverty level.

Requires the Division of Medicaid to apply to the Centers for Medicare and Medicaid Services (CMS) for a federal waiver to implement the new eligibility provision for disabled children.

Effective date is July 1, 2020.
