Adds new Medicaid eligibility category (paragraph 28) for individuals under age 65 who are not pregnant, not enrolled in Medicare Parts A or B, and whose income does not exceed 133% of the Federal Poverty Level, effective July 1, 2020, repealing December 31, 2022.

Eligible individuals under the new category receive only essential health benefits as defined under the Affordable Care Act of 2010, as amended.

Adds paragraph (60) to Section 43-13-117 to cover essential health benefits for individuals eligible under the ACA expansion, effective July 1, 2020, repealing December 31, 2022.

Essential health benefits coverage continues only if the federal Medicaid matching percentage remains at least 90% for this population.

Effective date is July 1, 2020, with both new eligibility category and services provisions set to expire December 31, 2022.
