Creates new Section 41-57-33 allowing the State Registrar to issue a Certificate of Foreign Birth without judicial proceedings for children adopted from foreign countries who have acquired U.S. citizenship under the federal Child Citizenship Act.

Exempts children with a Certificate of Citizenship from the judicial process requirements in Sections 93-17-301 through 93-17-307.

Requires submission of six documents for issuance: Certificate of Citizenship, certified foreign birth certificate with English translation, certified foreign adoption documents with English translation, child's social security card, valid government-issued photo identification of parent(s), and proof of Mississippi residency.

Directs the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth.

Effective date: July 1, 2020.
