Transfers responsibility for conducting correctional system cost-per-day reviews from the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to the Mississippi Department of Corrections, effective 2020.

Requires the Department of Corrections to contract with a certified public accounting firm every two years to establish the state inmate cost-per-day using the most recent completed fiscal year financial data.

Mandates the accounting firm utilize the cost-based model previously developed by PEER Committee staff and the department, with the Department of Corrections authorized to consult with PEER staff regarding proposed changes to the model for future reviews.

Maintains the requirement that private correctional facility contracts must demonstrate at least 10% cost savings compared to state operations for the same level and quality of service.

Takes effect July 1, 2020.
