Clarifies that local ad valorem tax distributions to charter schools include levies under Sections 37-57-1 and 37-57-105 but exclude taxes for bonded debt retirement and vocational-technical education programs.

Specifies that the State Department of Education reduces school district January Adequate Education Program transfers by amounts owed to charter schools and redirects those amounts directly to charter schools if districts fail to pay by January 16.
