Requires the Department of Finance and Administration to conduct a biennial review of state procurement processes, including contract review, reporting, recordkeeping, and bid requirements, with reports due to the Legislature by December 1, 2020, and every two years thereafter.

Exempts term contracts, including E-Rate contracts for telecommunications equipment purchased under federal discount programs, from the reverse auction requirement for bids over $50,000.

Exempts contracts entered into by governing authorities from requiring Public Procurement Review Board approval, though governing authorities must provide written notice to the Board and State Auditor within 30 days of contract execution or the contract becomes void.

Repeals Section 5-3-72 that previously required the PEER Committee to conduct biennial reviews of the procurement process.

Takes effect July 1, 2020.
