Establishes the "Agency Open Data Act of 2020" requiring executive branch agencies to manage data and datasets according to open data principles.

Defines open data as publicly available information that is presumed open, accessible in machine-readable formats, fully described with metadata, reusable under open licenses, complete at the source level, timely, and managed with a designated point of contact.

Requires each agency to adopt a plan for compliance with open data principles by June 30, 2021, and submit plans to the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) for review.

Mandates full compliance with open data requirements by July 1, 2022, while protecting personally identifiable information and other confidential data under existing privacy laws.

Effective July 1, 2020.
