Amends Mississippi Code Section 27-104-13 to exempt funds allocated for the Mississippi Adequate Education Program (MAEP) from any mid-year budget reductions imposed by the State Fiscal Officer.

Protects MAEP funding when the State Fiscal Officer reduces allocations due to insufficient general fund revenues or other budgetary shortfalls.

Does not alter the existing authority of the State Fiscal Officer to reduce other state agency budgets by up to 5%, or to impose uniform percentage reductions beyond that threshold.

Takes effect July 1, 2020.
