Prohibits settlement terms in civil proceedings involving public bodies from being made confidential by the parties or sealed by courts.

Defines "public body" to include state and political subdivision entities, municipal corporations, and charter school governing boards, but excludes individual employees and elected officials.

Defines "public records" as all documentary materials used or retained in conducting public body business, excluding personal information as defined in Section 25-62-1.

Establishes definitions for "incident report," "investigative report," "law enforcement agency," "data processing software," and "proprietary software" within the public records statute.

Takes effect July 1, 2020.
