Extends the repeal date of design-build contracting authority for the State Port Authority at Gulfport from July 1, 2020 to July 1, 2024.

Authorizes any port or port commission in Mississippi to use the design-build method of contracting for renovation, repair, and improvements to equipment and facilities at their ports.

Defines "design-build method of contracting" as a single contract combining design and construction phases, with the contractor required to perform both the design and construction of the project.

Makes the design-build contracting provisions subject to repeal on July 1, 2024, unless further extended by the legislature.
